HE the President of the Republic of Rwanda and Commander in Chief of RDF has made the following changes that include promotions and appointments.
1. Major General Mubarakh MUGANGA promoted to Lieutenant General and appointed Army Chief of Staff
2. Lieutenant General Jean-Jacques MUPENZI appointed Air Force Chief of Staff
3. Major General Emmanuel BAYINGANA appointed PS in Ministry of Defence
